# Directions:
01 - Preheat oven to 350°F and line a muffin pan with cupcake liners.
02 - Whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt in a large bowl.
03 - Add milk, vegetable oil, egg, and vanilla extract to the dry ingredients and mix until just combined.
04 - Gradually stir in boiling water until the batter is smooth and thin.
05 - Divide batter evenly among liners, filling each about two-thirds full, then bake for 18 to 20 minutes until a toothpick comes out clean. Cool completely on a wire rack.
06 - Beat softened butter until creamy, then gradually add powdered sugar and cocoa powder, mixing well.
07 - Add milk and vanilla extract to the frosting mixture, then beat until smooth and fluffy.
08 - Frost each cupcake generously with chocolate frosting.
09 - Dip frosted cupcakes into chocolate sprinkles, covering top and sides to resemble hedgehog spikes.
